Not everyone is illegible to receive a pass:

In the NFL, unlike high school and college football, two of these seven on the line of scrimmage must be wide receivers bookended on either end (ie 'elligibles' allowed to receive a pass). The other five on the line of scrimmage not allowed to receive passes. The five ineligibles on the line of scrimmage can be identified by their jersey numbers: 50 thru 79.
It's possible in the NFL these two potentially 'eligible' receivers on the line of scrimmage are not 'bookended' but one is between the five offensive tackles and a bookended eligible receiver. If this potentially eligible receiver is not on a wing he or she is not eligible to receive a pass.
