Like Churchill drawing up maps of the Middle East, his Benjiness would create a new State: Benjistan. To the west, greater Afghanistan including or perhaps excepting Bagram air base. To the south Pakistan, to the north, Tajikistan, to the east Xinjiang. There would be an open door policy for ethnic Uyghurs and ethnic Tajiks and the like coming from what's now China. I would facilitate their relocation to Benjistan, including with martial force within China.
